First, please check if Browsec is installed. Enter chrome://extensions/ in the address bar to open your Extensions list and check if Browsec is there. If it's disabled, click the switch to activate it:
If you don't see Browsec in the list, visit the Browsec's page in the Opera Addons Store. You will see 'Add to Opera' there, click this button:
Follow the on-screen instructions. If you have doubts, you can refer to this guide.
If the green button says 'Installed', then Browsec is installed already.
If you don't see the icon, click the 
(Extensions) icon and make sure to pin Browsec to the toolbar:
The pin will turn blue, and Browsec will appear:
