First, please check if Browsec is installed. Enter chrome://extensions/ in the address bar to open your Extensions list and check if Browsec is there. If it's disabled, click the switch to activate it:
If you don't see Browsec in the list, visit the Browsec's page in the Chrome Web Store. You will see 'Add to Chrome' there, click this button:
Follow the on-screen instructions. If you have doubts, you can refer to this guide.
If the blue button says 'Remove from Chrome', then Browsec is installed already.
Click the 
(Extensions) icon and make sure to pin Browsec to the toolbar:
The pin will turn blue, and Browsec will appear:
